Follow-up: looks like someone already opened a bug report & it got the
wishy-washy "RESOLVED WORKSFORME" (aka 'Don't Know, Don't Care)
treatment:

(places.sqlite-wal and places.sqlite-shm not removed on exit)
I reckon it's worth reopening (notice comment #2)...
c2 is an issue with using different SeaMonkeys on different OSes with
a single profile directory. AFAIK, that's a use case that's never been
supported, and I'd expect any bug filed about it would be marked
INVALID or WONTFIX. For anyone sharing a profile across multiple OSes,
vacuuming the database before each use should eliminate the issue.
Regardless of whether the OP is sharing across multiple OS's,
places.sqlite should close it's temp files on shutdown. No other
*.sqlite db's in SeaMonkey exhibit this issue (that I'm aware of).
Re vacuuming... how many users do you reckon actually know how to do
this, or 'Compact Database'? And of course they would first have to know
to install the Sqlite Manager addon, or use an external sqlite manager
program/application...
Again, to clarify, as people tend to insert behaviors into my posts that
I never did. I am NOT sharing a profile across multiple platforms. I
was simply copying the places.sqlite file from one system to another
("sneaker net") via USB stick. This way I keep my book marks in sync
between my office computer, my home computer, and my home laptop. The
office PC is Windows7 Enterprise. The home computer and laptop both run
Ubuntu 14.04 LTS. Under Ubuntu I also have VirtualBox images of WinXP
and Win7 running Firefox, so I use the places.sqlite file to update
those copies as well.
This all worked just fine prior to 2.29, then it stopped. The "work
around" is to delete the places.sqlite* files from the receiving
directories before copying over places.sqlite.
As to why I don't create a Mozilla account and keep those in sync via
the "Cloud" well... I think by now we've ALL seen just how "secure" the
cloud really is.
