Another possibility:

Could you be clearing your history on close? I'm not sure if "restore
previous session" relies on that, but if it does, it might have no data
to work with after you clear history.

Two places to look:

Edit | Preferences | Browser | History
Is "Remember visited pages" checked? If not, RPS might have no data to
work with.

Edit | Preferences | Privacy & Security | Private Data
Is "Always clear my private data when I close SeaMonkey" checked? If
not, no problem, but if so, is "Browsing History" checked as one of the
things that should be cleared?

All this relies on the unverified assumption that RPS relies on the
browser history for URLs. If it doesn't, none of this will matter.

No, history is being saved and private data is not being cleared.
