I do not change background colours of web pages except to dim them down
a bit if they are too light (white or off-white). The page on that site
was definitely black when I loaded it, not white. Maybe your setup
forces a white background?
It seems implausible that the webmaster intentionally chose the color
scheme you describe and only I can see a readable version. I think it
much more likely that he chose white and only you see black.
