Unlike prior occasions when this had happened, this time it lets me log
in anyway, but each times their system goes through a process of
verifying my PC as if it is "new" to their system. Any suggestions on
how to get rid of this nagging process?

You need to login at "https://chaseonline.chase.com/Logon.aspx". Don't
login on the main chase site. Usually that is not secure. Years ago,
when Chase (and many other banks) decided to make login on their main
webpage INsecure, I hunted around and after about one-half hour found
the secure login page. Always use the chaseonline page. All it did
just now on SM 2.38 was ask to set another cookie. It didn't object to
SeaMonkey.
