search for xpinstall in about:config

set xpinstall.enabled to false and you get a popup offering to enable
it when you try to install something.

Although I have xpinstall.whitelist.add set to null and
xpinstall.whitelist.required set to true; both show as bold type in
about:config so I'm probably not getting the default behavior.

That is not quite what I mean.  When I was using Firefox, I had an
interface that showed me what sites were permitted to install add-ons
and I could set that permission myself there.  I was looking for the
same sort of thing for SeaMonkey.  The link in Preferences > Advanced >
Software Installation > Allowed Web Sites just leads to the Data Manager
window, and is not helpful.  Having to search through 100 odd hostnames
to find one permission is a nuisance.

I don't allow websites to install anything, so it's a bit easier for me :)
have you tried about:config, search for xpinstall, & add the desired
sites to xpinstall.whitelist?

To protect users from installing malicious code unintentionally,
extensions and add-ons can now only be installed from trusted sites on
a "whitelist". The whitelist can be altered by changing the
xpinstall.whitelist.add preference. The feature can be disabled by
setting xpinstall.whitelist.required to false.

Not exactly "user friendly", but that's where FF is going these days.
OTOH, you can use whatever editor you like on user.js & bypass the browser UI

Thanks, people. I tried Prefbar, but when I tried out the Permissions button and chose Installation, the window did not list the 2 sites I know are allowed to install add-ons. That idea does not seem to work at all.

When I look at xpinstall.whitelist.add, or ...add.36, both are blank. Just xpinstall.whitelist does not exist. That does not look promising either.
