Well, you are right, it is not meaningless, but [as you know] this
advice is too often used as a "screen" by those who want to do nothing
to improve a situation.
The "improvement" I got for this other stuff render the thing UNUSABLE !!!
The situation doesnot need an improvement, the current situation WAS
PERFECT until THEY IMPROVE IT !!!
