There are various estimates of the amount of mail traffic that is SPAM.
They are all over fifty percent. In the early days we tried to filter
out SPAM. But you will always be in reactive mode.

Setting the junk flag and then deleting does train SM to set the flag
for you. Then go to Tools > Delete mail marked as junk.

That last step may or may not be helpful; for me it's a waste of time.

Go to Edit | Preferences | Mail & Newsgroups | Junk & Suspect Mail

If you've enabled the setting
     [x] When I mark messages as Junk:
     (•) move them to the account's "Junk" folder
then as soon as you mark them, they're gone. No need to clean up the
folder.

You do want to get rid of the junk because otherwise it will clog up the
database if it gets too big.  From time to time it is a good idea to
delete all the junk, then empty the trash and compact the folders.

The user can't "get rid of the junk" the way you describe if SeaMonkey has already moved the messages to the Junk folder. They're already gone, and telling SM to delete 0 messages from the source folder is pointless.

But compacting folders regularly will have the desired effect. You can set SM to do this automagically:

Edit | Preferences | Mail & Newsgroups | Network & Storage
[x] Compact all folders when it will save over nn MB in total

You should also set the Junk folder for each account to purge messages older than nn days (default is 7 IIRC):

Edit | Preferences | Mail & Newsgroups Account Settings | <acctname> | Junk Settings
[x] Automatically delete junk mail older than nn days

As for emptying the Trash, I have SM set to do that for each account on exit; YMMV. Of course, you can always do it manually whenever you like, but I generally have more important things to think about.
