Yes, I know the difference between a plugin and an extension.  When I
look at <https://addons.mozilla.org/en-US/seamonkey/blocked/> (the list
of blocked items), all of the items appear to be plugins, not extensions.

The term "plugin" in the quote in my original message in this thread is
not my term.  It is the term used by the person who commented in the bug
report.

I goofed in my original message by not filling in the bug number
