The profile is pretty clean. No chrome, no add-ons apart from
experimenting with the embedded calendar, which seems to be OK (once I
learned about the google-provider plug-in). But the problem occurred
before then.
I also have the problem when restarting with add-ons disabled.
I'll build a completely fresh profile tomorrow and see what happens. If
I still have the problem I'll raise a bug report.
This is a test machine (it usually runs grid software - theskynet,
worldcommunitygrid) so it's no great drama.

Works fine here using a locally compiled Seamonkey but I cleaned out the
Anniversary Update to at least make it usable and use it only for testing in a
VM.

The images for the browser pages on the task bar never settle - they
