No and it's unlikely this will happen in the near future. Not only SeaMonkey would need code changes but also the shared mailnews code for it and Thunderbird. I wouldn't hold my breath.

Somewhere around 2.43 SeaMonkey got a subjective speed boost. I suspect changes in the Javascript engine are responsible for it mostly. Now build with VS2015 but I didn't see any speed differences between VS2013 and VS2015 while doing parallel builds a few months ago.

Personally until a new official release arrives use Adrians comm-release builds. 2.46 has almost a 100 fixes in the SeaMonkey code alone compared to 2.40. Bug reports against Adrians builds are accepted.
