Yes, that's the part that seems to be broken.

In my case, the other problem was that I thought you could update plugins from within SeaMonkey.

2) At the Plugin Check page
<https://www.mozilla.org/en-US/plugincheck/>, "Update Now" buttons act
as expected -- they take the user to the publisher's update page.
