How are you updating.  I downloaded the complete installer file
[SeaMonkey Setup 2.46.exe] from
<https://ftp.mozilla.org/pub/seamonkey/releases/2.46/win32/en-US/>,
disabled my Internet connection, and then installed.  I did not have to
reboot.

I disable my Internet connection because I log changes on my PC while
doing an installation.  I do not want any extraneous activities
polluting my log.
