I noticed the same on a Win10 Enterprise VM - I'll see if I can
replicate later. No such popup on linux.
Desktop icon's also change until you reboot and complete the

How are you updating. I downloaded the complete installer file
[SeaMonkey Setup 2.46.exe] from
<https://ftp.mozilla.org/pub/seamonkey/releases/2.46/win32/en-US/>,
disabled my Internet connection, and then installed. I did not have to
reboot.
I disable my Internet connection because I log changes on my PC while
doing an installation. I do not want any extraneous activities
polluting my log.
I downloaded and installed from from seamonkey-project.org:
<https://download.mozilla.org/?product=seamonkey-2.46&os=win&lang=en-US>
I left the internet connected as always, so no change there on my part.
Steve suggested that there might be a file lock somewhere & google
responses indicate that removing any 'update' files from the program
files is a workaround. Given that it's a VM (virtual machine) I've left
it in the 'need to reboot' state so that I can see if I can figure what
the issue is.
Ooh. Please get WhyReboot from http://exodusdev.com/products/whyreboot
to see why a Windows reboot is needed and share its results. ;)
