I downloaded and installed from from seamonkey-project.org:

I left the internet connected as always, so no change there on my part.

Steve suggested that there might be a file lock somewhere & google
responses indicate that removing any 'update' files from the program
files is a workaround. Given that it's a VM (virtual machine) I've left
it in the 'need to reboot' state so that I can see if I can figure what
the issue is.
