I downloaded and installed from from seamonkey-project.org: <https://download.mozilla.org/?product=seamonkey-2.46&os=win&lang=en-US> I left the internet connected as always, so no change there on my part. Steve suggested that there might be a file lock somewhere & google responses indicate that removing any 'update' files from the program files is a workaround.
