I had to do this a couple of years ago. As I recall, I just Ctrl-clicked folders in the POP account to select them and copied via Ctrl-click-drag to the new IMAP account. Then waited a couple of hours while SeaMonkey uploaded everything to the server, folders and their contents.

Filters are another issue...
