It is a LibreOffice problem, I checked on my PC (Windows 10), and SeaMonkey is properly defined as the default mail client, and yet LibreOffice can't find it.
There is a registry entry for the default mail client, and LibreOffice has to use that entry to find SeaMonkey. Apparently that isn't working.
