In that case, has anyone notified the maintainer of Ubuntuzilla that the
official release of 2.48 is now available? I would like to get back to
using that repository to update SeaMonkey as opposed to a manual install
every time an update comes out.
On my Ubuntu 16.04.3, the 2.48 can't start.
I can conform that too on Ubuntu Mate 17.04 (i.e. tarball extracted to
user home directory).

Where did you install 2.48 from?
The SeaMonkey contributed build 64-bit version downloaded and installed
from <https://www.seamonkey-project.org/releases/#contrib> works just
fine for me on 16.04.3 LTS.
I can confirm that too on Ubuntu Mate 17.04 (i.e. tarball extracted to
user home directory).
Downloaded both from the following link page:
https://www.seamonkey-project.org/releases/

Peter
