To select an account, I left-single-click the name in the account and

the top menu as you've illustrated.
OK.
To select an individual message, I select it either in the account and
folder list or in the message list.
Hm? How can a message be selected in the folder pane? There are only
accounts and groups.
Oops, you're right. I select individual messages in the thread pane.
"Upon further review," as they say in the NFL, I find that selecting a
folder (not only an account) in the folder pane and making the choice
View | Message Body As... makes that choice the global default.
It's true that while an individual message is selected, its parent
folder also has weak highlight, as if it were also selected, but that
folder doesn't count as "selected" for purposes of this view setting. On
the other hand, if the folder has full highlighting, even though an
individual message may also have weak highlighting and be displayed in
the message pane, then for purposes of this view setting the folder
counts as selected and the setting is applied globally. The user can
toggle between the two states (folder selected/message selected) using
the Tab key.
