Can't help with the rest of it, but the above looks suspiciously like the sort of thing you might expect some worms, trojans, or spyware to do. It's not a site that tries to sell things, by chance, or is blasted with advertising? Your IE may have a parasite -- reinstall it after uninstalling to remove any trace of the old. Mid-term, turn off *#&! Javascript -- it turns your browser into a ticking bomb!
