Three hours is nothing, this is an unfortunate but very real part of
Freenet. Your local node needs to integrate into the network at large
before your performance will be acceptable. This can take upwards of
several days if you've never been on the network before.

If you can afford it, leave Freenet running 24/7 for at least a day
straight. You should begin to see the activelink images on the main Web
Interface page show up after this period, and you will be more likely to
retrieve something when you click one of the activelinks. The longer you
leave Freenet running, the more integrated you become into the network,
and the better your chance at retrieving any particular random file.

Depending on your internet situation, if you can accept incoming
connections, you will be better off. If you're stuck behind a firewall
that you can't punch any holes through, and can only make outgoing
connections to other nodes, your performance will be slower. Check the
"Open Connections" page on your node's Web Interface every now and then
to see whether or not you've got incoming connections.
