Same problem as I originally reported a while ago. Input bandwidth limit is trivially broken. So, like I mentioned before, but experience is making clearer, the limit is more or less obeyed, UNTIL my isp-connection gets swamped (by other activities). I would handwave that because freenet is competing for the small pipe, which would cause packets to take longer to arrive / not arrive at all, it becomes "heuristically" more aggressive, somehow, and (arguably more seriously) even when the pipe clears up a bit, remains aggressive.
