Payment records are related to names records via a record number.
Deleting the names record will orphan the payment (and action, and
contact) records. Do you really want to delete the former member's
record? Do you not have other non-member records (prospects, other
contacts, for example) in your file?

Most people keep many other kinds of records in the main names file
as well as members. That's why there are member status fields,
affiliation fields, and the like. It's very easy to search for
current members if that's who you want to do a mailing to.
