I had the identical experience with the FileMaker people re the 
server version.  "Just send us proof that you have purchased it, and 
then we'll give you a second copy free"!?!?   The person I talked 
with was Claudia Rippert.  We ended up getting 8 stand alone 
licenses, but we are still interested in eventually going the server 
route if it can be done in a cost effective manner.
