If your layout is long, as Ileen suggests, you'll get one copy of the
letter then a blank page. My bet is that the body of the letter is
pushed up into the header. Even one pixel will cause ebase to print
the header then the body, and it will look like two copies.
Check the layout and bump the text block containing the letter body
down until it's completely clear of the header part.
