You can certainly change the name and label of any of the contact flag fields to do what you want. A potential pitfall with this, though, is that you will then have a field that has a very limited usefulness. That is, the field applies to only to a specific solicitation and its usefulness will expire pretty quickly. A suggestion for a better way to track that would be to record an action record for the negative response in a very similar way to recording a payment for a positive response.
