The problem lies in the parsing fields that build the "ADDRESS\USPS FORMAT" 
field.  This field, in turn, is used in the "ADDRESS LINE\LABEL" field, 
which appears on mailing labels.  There is another field, named "ADDRESS 
LINE\LETTER", which is used on envelopes and appears on your HOME 
screen.  The "ADDRESS LINE\LETTER" field uses whatever you've typed into 
the "ADDRESS\SUPPLEMENTARY" and "ADDRESS\DELIVERY" fields without doing any 
manipulations.

So, the simplest fix is to change the label layouts so that they reference 
the "ADDRESS LINE\LETTER" field instead of the "ADDRESS LINE\LABEL" field.

Another solution is to create a text field named "UseUSPS?" that would 
contain either an "N" or nothing at all.  Put that field onto the data 
entry screen.  Only mark "N" in those records that you know will be 
problematic.  You'd then change the calculation for the field named 
"ADDRESS LINE\LABEL".

It currently reads:

       If(IsEmpty(ADDRESS\SUPPLEMENTARY),"",ADDRESS\SUPPLEMENTARY & "�") & 
ADDRESS\USPS FORMAT

Change it to:
       If (UseUSPS? = "N",
         ADDRESS LINE\LETTER,
         If(IsEmpty(ADDRESS\SUPPLEMENTARY),"",ADDRESS\SUPPLEMENTARY & "�") 
& ADDRESS\USPS FORMAT)

The benefit of this second solution is that you get the use of ebase's 
address standardization where you want it, but you can override it where 
you know it breaks.
