Both your questions have two answers.
First, about opening ebase. If you're hosting ebase or you're the only user,
a shortcut set up as Michael suggests is an excellent idea. I'd recommend
against using the File menu list for reasons you've already discovered. It
can be dangerous.
On the other hand, if you're opening as a client, i.e. someone else is
hosting the files, don't open them directly. Doing so could cause harm. Use
the Hosts button on the Open dialog. There's an easy way to do this, though,
which is to use an opener file. Create a small FMP file on your desktop with
no fields. Then create one script, "Open". It should have at least 2 steps:
Open [ebase.10X]
Close []
The Open command starts ebase and the Close command with no file specified
closes the opener file itself. When you define the Open command, make sure
that ebase is hosted and specify the file ONLY using the Hosts button. Then
click OK to save the script. Next, open Preferences from the Edit menu. The
Document option will allow you to select a startup script. Specify "Open".
Then, when you doubleclick the starter file (call it something like "Open
ebase.fpX") on your desktop, it will start the files as if you had used the
Hosts button, but much easier. While it acts like a shortcut, it's actually
a FileMaker file and, unlike the ebase files, will start FileMaker when you
doubleclick it.
Advanced scripters can enhance the script, adding ebase passwords or error
capture to prevent it from choking if ebase isn't open when it's run. Put a
copy on every desktop except the host and save a spare in case it needs to
be replaced.
As for the Recover command, a third-party FileMaker plugin called SecureFM
will allow you to turn off menu items. You can find it through the FileMaker
website. But setting it up is beyond the scope of this list and, if you use
the methods above, not really necessary. Without a plugin, the answer is no,
you can't turn it off.
