Yes
you can delete an account that has payment records. The delete process (if you
use the button not the FM menu delete) also cleans up (deletes) other records
associated with that account including payments, notes, etc.

It would be possible to alter the script named Delete Name to check
for related payment records (or other related records such as actions
or contacts). If related records were present, FileMaker would
present a dialog either announcing that there are related records, or
offering the choice to proceed and delete the records.
Note that this would not prevent a user logged in with the master
level password from deleting a record using the FileMaker menu. That
would be impossible to prevent without plug-in enhancement to
FileMaker.
