The differences between 102 and 103 are not likely to solve any but a very
few specific problems and none related to mail. However, it is entirely
possible that your 102 has been corrupted in obscure ways when someone did a
recover in the past. If you have no modifications to 102 you should go to a
clean 103. If you have modifications you either have to fight your way
through the problems or reapply the modifications to either a clean 102 or
103 (may as well do the latter).

You can do a straight filemaker import but you have to be sure to set the
serial number beginning before you do anything with the files.
