The congressional district, along with lots of other voter 
information such as precinct, voting history, etc., is stored in a 
resource file separate from the names file called impenh_.103. You 
should import record numbers, congressional districts, and whatever 
voting info you want into that file.

This info is displayed on the Vot\Dem page. It's shown through a 
portal, so if you have two names in the names record (not a good 
idea, but some folks like it, so it was accommodated) both voting 
records can be displayed. You'll see a blank gray screen unless there 
is a related record in the impenh file. Once you populate that file, 
the voting info fields will be visible.

This info is kept in a separate file to make the process of annually 
updating with the League of Conservation Voters list match process 
easier - you just throw out the old data and import a new set.
