I have visited Maryland organizations in my occasional role as tech support for the LCV list match program, so I'm pretty sure there is a list match program there. Although the program is conducted state-by-state, often the program is administered by the state or regional office of the LCV rather than the state organization. My contact for the Maryland work was Frank Worshek at the LCV office in Washington DC office. He can probably tell you how to connect with the Maryland project.
