The normal ebase import process stores your existing record number in 
a field called "Legacy ID" and assigns a new record number consistent 
with its internal system. It has to do this in order to avoid 
importing record numbers from various sources that are duplicates of 
records already in the system.

The issue isn't writing over the dummy entry. ebase doesn't infill 
unused numbers. When you deleted the dummy record the auto-enter 
number for new records was still set at 2.

I don't know how much of a pain it would be to change the usage of 
record number, but I suspect it would be less than changing the 
number. You would need to delete the dummy record, change the 
auto-enter index on the record number field, and import records again.
