When creating your graphics on the Mac, you should definitely have the
software add the extension, whether it be .tif or .jpg, to the file name.
Windows machines do look for this extension to determine what type of file
it is.  If the software won't give you this appending option (usually there
is a check box for this option when you are at the step of saving the file),
then add it manually by renaming the file with the extension.

The problem of the file type being "unknown" is probably a result of two
things.  1.  Attempting to open by double-clicking on the file and the
computer not knowing the file type; and/or 2. The computer not knowing which
program you wish to open a graphics file with the extensions .jpg and .tif.
Any number of programs can recognize and open such files (Photoshop,
Painter, Paintshop Pro, etc.).  Internet browsers are the main users of .gif
and .jpg files so this is why the browser opens such files by default when
you double-click the file.  Somewhere in Windows you can designate which
program you want to open such files when double-clicked.  Or you can avoid
this whole mess by first opening the program in which you wish to view the
image and open the file from within this program.

The email attachments issue is another ballgame entirely.  It is probably a
function of the email application.  Email programs have to process an image
in order to send it.  They compress the image and attach it to the text file
of the message.  There are several formats for this.  Have the person who is
emailing the image check their email program's Preferences and click on the
"Attachments" section.  There are options like Encode for:  Any Computer,
Mac Format, Windows and some others.  Have the sender choose "Any Computer"
to be safest.
