When you write a file to a CD in Windows, those files are marked read-only. When you copy them back to your hard drive that attribute remains, and you have to change it to make the file usable.
In Windows Explorer, select all the files, then right-click on any of them and select Properties. Near the bottom of the dialog you'll see a check box labeled read-only (or words to that effect).
