Please search http://forum.pfsense.com . FTP has been discussed in detail there 
already. Your question is answered there somewhere ;-)

However, very short howto (if that doesn't help search the forum):
- Delete everything that you created for ftp as it doesn't work atm 
- at Interfaces>WAN enable ftphelper
- at firewall>nat, portforward add a portforward for just port 21 to the 
internal ftp server (it will note that it created an additional rule for the 
ftp helper too)
- save and apply

It should work now.
