Are you sure the problem is not the users?  When Vista connects to a new network (which it will see a new PPTP connection as), it asks the user to classify the network as "Work", "Home", or "Public".  If they choose Public or just close the window without answering then it disables file sharing and pretty much anything but basic internet stuff and choosing anything else requires elevated privileges.

Just a guess anyway... btw, I have no issues w/ Vista PPTP to my pfSense box so I know it does work.

If they're using the Greenbow IPSEC client.  Things work fine, but some places don't do IPSEC passthrough, but will allow PPTP to pass through.
