I've seen similar 10/15 minute timeouts in other 3rd party applications caused by OCSP timeouts.
Does Pidgin take OCSP into accounts when doing it's handshakes? Do your Pidgin connect behind a proxy? In our case, we needed to use Wireshark to determine the underlying issue.
