I am so pround of myself....I think I know exactly what it is :-)

It sounds like a "Disk ][" controller for an Apple//e.  The Disk ][ is a
full height drive in an external box and formats to arround 14x K, I think.
The drive looks almost identical to an old IBM full height floppy, but is
very different internally, and is in a tight fitting external box.

The "Drive 1" and "Drive 2" gave me the first hint, and the 25 pin edge
connector pretty much confirms it.  It doesn't have a slot cover built in
the back edge of of the card, right?
