A program to make a file for the settings for programs. Mostly used to run
DOS programs in Windows (why someone would like to do that is beyond me)

There's probably an error in the settings (not the PIF settings) press
Alt+Enter instead of Enter and you will be presented with the information
of the programs. The third line is what's interesting for you. It should
(most often) be the same as the programs directory. try changing this and
start your programs again.
No wonder Excel works since it doesn't take the settings from this info but
from a setting inside of the program (makes it hard to create a multi-user
windows)

Sure thing, Windows isn't all that easy so I understand your concern (if
someone would be nice to explain .PIF files I would really apriciate it
sinec I have never used them and therefor know almost nothing about them.)

No need, if Windows is ever giving you a hard time just exit it and start
again. (a re-installation might be nescisary sometimes.)
