That may very well be the problem. Try changing the modem's IRQ to "legacy."
If the modem is on COM1: or COM3: it probably uses IRQ 4. If the modem is
on COM2: or COM4: it probably uses IRQ 3. If neither of those works, try
IRQ 5 next, then IRQ 2.
