For true PnP modem, you need it's software driver to "activate" the
modem after cold boot before the modem could recognized by any
software under DOS and Win 3.x. The initializer software could be
either a device driver (*.SYS or *.EXE) or a small TSR program (*.COM
or *.EXE). Usually added automatically by it's setup software in
CONFIG.SYS or AUTOEXEC.BAT. Yes, refer to the docs ;-) Most likely
you'll find it in the Win 3.x section.
