I don't know about the parallel port but the comport may
have the wrong jumper setting.

Com1 should be IRQ4 for normal DOS use.
BTW, if it was previously set to com2/IRQ3 and a com1 card
was removed, then DOS would call it com1 now since it
names them in order. You may remember this as one of the
most common newbie problems with Arachne.
