MS-DOS 7.1 (OSR2 uses 7.1, Win98 7.2 IIRC) and up support FAT32 through the
DOS kernel (IO.SYS) - it's still the same old DOS but with a new set of
routines to find and use FAT32 partitions.  It would be possible to use a
FAT32 drive on any machine if the MSDOS.SYS was edited to stop it booting
Windows - although it won't boot on anything older than a 386 ('This
version of Windows requires a 386 or higher processor.  The system is
halted.  Gee thanks MS, that's the only boot disk I've got with drivers for
the CD-ROM drive I just installed in my 286')
