ReRead does digest non-compressed mail *and* news download "folders",
even does expand digests inside mailbags/folders. Most POP3 doownloads
arrive that way.

Reply format though is more specific for Nettamer and Netmail.

ReRead is an OFFLINE reader (in DOS).
Receiving/sending thus are tasks for other (mailer) programs.

Selective downloads of mail/news would be their part too.
Theoretically this would be possible using Telnet too; there's at
least one (Windows) mailer which apparently uses the POP3 features to
download headers only - and thus the Date/From/Subject lines - thus
allowing to download/delete selectively. With Nettamer it's a bit
tedious ("manual" Telnetting) but I ponder the ways to use a
pseudo-keyboard TSR to script the command inputs - not so long ago
someone on this list here mentioned a program which could be precisely
the utility to use for this purpose.
