So what else is new?  M$ has been lying and calling Windows an "Operating
System" instead of an "Operating Environment" since at least version 3.1.

DOS (be it MS-DOS, IBM DOS, DR-DOS, FreeDOS, etc) is an operating system,
OS/2 is an operating system.
Windows NT/2000 is an operating system.
Unix/Linux/FreeBSD are operating systems.

Windows 1.x, 2.x, 3.x, and 4.x (9x) are not and never will be operating
systems, any more than DesqView is (was?) an operating system. They are
operating ENVIRONMENTS, add-ons to the operating system.
