No, it isn't OFF, Gunnar, it's in "stand-by" and drws current.
Someone lately calculated this standby consumption for Germany alone
to the equivalent of one or more of the biggest nuclear power plants.
Though certainly, it's an appreciated luxury to use for one of the
reasons:

With a somewhat more intelligent tariff structure of telcos however,
it could be done in in a time frame when activities in Germany are
still/aready day-time, and machines fully working anyway.
(BTW, 05 h in Germany (GMT -1 / GMT -2 in "summertime") is not
necessarily the best "net-time", depending on regions - some South
American are still, East Asian/Pacific routings already heavily
charged.)
