I have an Am486DX4-100 with 16Mb RAM and I can play mp3
happily (I listen to one right now ;). That computer is running
Linux and I use mpg123. I have to run it with -2 switch
(downsampling to 22kHz), but I don't notice any quality
degradation (my speakers are too poor perhaps?).

I think mpg123 can conver mp3 to something
not-so-much-encoded (raw dsp). Even if it can't, you have the
source :). But you'll need at least 8Mb RAM I suppose.

Well, you have the source and djgpp compiler for DOS, why not
recompile it for DOS!
