You need a constant supply of well filtered air going in with the exhausts
a bit smaller than the intake.  Also, you'd have to have non-fibre surfaces
on all furnishings and coverings.
An affordable option might be similar (in reverse) to chemical containment
hoods in laboratories.  You'd simply apply the above principles to a table
top device.  I can reccommend the Rainbow vac for the filter.  It's quite
an amazing machine, really.  I've used them a few times in my life and
loved it.  Cleaned the air as well as the rugs!  It uses a water reservoir
to filter the air.  Just don't let it get tipped!
