I greatly empathize and immediately looked up a local data recovery
company in my local area (San Franciso/Oakland, California US) and
found this:

This outfit apparently does a world wide business and has a Web address of:
www.datarecoverygroup.com (I have no connection with it).
Perhaps there are companies like this that are not so expensive as the
one you consulted (I will call this one tomorrow and see what they charge
in US dollars). If so, perhaps concerned citizens of this list can check
their local areas and find you an affordable company that you can ship
your drive to.
The easiest path would seem to be: remove the disk from its
housing in a clean environment, and transfer the data to a tape or
other medium. I would imagine this kind of service is relatively
inexpensive compared to data recover after fire or flood damage, etc.
I would certainly be happy to help facilitate such practical arrangements.
