Quick and dirty answer:
1) From an installed Win9x system, format a
floppy, making it bootable, then copy the
programs from \Windows\Command to floppies.
Using the fdisk and format utilities from
these, set up a new hard disk.
2) Using Win95a (FAT 16) = 2gb,
using Win95b, win98
a) (FAT 16) = 2gb,
b) (FAT 32) = really large
